PURPOSE: A system and a method for managing an empty container are provided to efficiently manage and optimize an empty container, thereby efficiently coping with a marine environment change. CONSTITUTION: An input module(110) stores empty container management information. An optimization module(130) generates an empty container management plan. An output module(170) outputs the empty container management plan. If the empty container management information is changed, a decision-making support module(150) generates an alternative of the empty container management plan.
