PROBLEM TO BE SOLVED: To provide a foaming agent for a hydraulic composition which is capable of improving the fluidity of a foam-commingled hydraulic composition and the strength of the cured product of the hydraulic composition without increasing the density of the cured product, and also excellent in foam stability. SOLUTION: This foaming agent for the hydraulic composition contains a specific sulfuric acid ester represented by general formula (I): [R<SP>1</SP>-O-(AO)<SB>m</SB>SO<SB>3</SB>]<SB>p</SB>X and a specific polyether compound represented by general formula (II) : R<SP>2</SP>-O-(AO)<SB>y</SB>H. In general formula (I), R<SP>1</SP>is an 8-20C alkyl group, an alkenyl group or the like, AO is a mixture of at least one 2-4C oxyalkylene group, m is an average added molar number of AO, X is a hydrogen atom, an alkali metal, etc., and p is the valence of X. In general formula (II), R<SP>2</SP>is an 8-20C alkyl group, an alkenyl group or the like, AO is a mixture of at least one 2-4C oxyalkylene group, and y is an average added molar number of AO and a number of 1-9.
