<p><P>PROBLEM TO BE SOLVED: To provide a monitoring apparatus or the like for sufficiently enhancing the security in a network. Ž<P>SOLUTION: The monitoring apparatus arranged between first and second communication networks for monitoring packets communicated between the two networks includes: a first directional information storage section for storing information extracted from packets in a first direction from the second communication network toward the first communication network; a second directional information storage section for storing information extracted from packets in a second direction from the first communication network toward the second communication network; and an information approximation discrimination section for discriminating whether or not the information read from the first directional information storage section is approximate to the information read from the second directional information storage section.
