PURPOSE: A device and a method for storing and generating power are provided to improve availability of energy by converting position energy into electrical energy again after converting the electrical energy into the position energy at night. CONSTITUTION: A lower storage tank(107) stores a steel ball(109) dropped from an upper storage tank(105). The upper storage is arranged on the lower storage tank. The upper storage unit stores the steel ball from the lower storage tank. An up conveyor transfers the steel ball from the lower storage tank to the upper storage tank. The down conveyor generates rotation force by the steel ball from the upper storage tank. A motor(111) drives the up conveyor. A generator(121) generates electricity by the rotation force of the down conveyor.
