PURPOSE: A dynamic IP address mobile communications base station connection method, a dynamic IP address based mobile communication system and an IP address information collecting apparatus for building a femto base station through the dynamic IP are provided to construct the femto cell at a low cost by tracing the change of the information provider address. CONSTITUTION: An IP address collecting device(300) detects a first information provider address allocated to a base transceiver station(200) and second information provider address following in the first information provider address. A gateway(400) receives a first information provider address and a second information provider address. The gateway communicates with the base transceiver station related to the first information provider address based on the second information provider address.
