PURPOSE: A pipe repairing device and a pipe repairing method using the same are provided to accidents as an operator does not enter into the pipe for repair by inserting a packer member into the pipe. CONSTITUTION: A pipe repairing device comprises a packer member(10) swelled by the compressed air provided by a compressed air supply unit. The packer member comprises an inner and an outer cover(11,12), a connecting member, a thermal-insulation layer, and a release agent layer. The inner and the outer cover are made of rubber to be folded and extended. The connecting member is alternately connected to the inner surfaces of the inner cover and the outer cover. A thermal-insulation layer prevents the heat of the high temperature from being delivered to the outside. The release agent layer is easily separated from the thermal-insulation layer.
