PROBLEM TO BE SOLVED: To calculate an accurate viewing action rate (audience rating).

SOLUTION: A viewing action rate calculation device 100 acquires information showing whether or not a user has retrieved a keyword associated with the contents of a television program being distributed while data of the television program are distributed at a request from a client terminal by using a widget function (while the user is viewing the television program). Then, the viewing action rate calculation device 100 counts only users who has retrieved keywords associated with the contents of the television program among all users who are viewing the television program as viewers who has actually viewed the television program to calculate the viewing action rate of the television program.
