<P>PROBLEM TO BE SOLVED: To increase the possibility that a radio terminal having deteriorated communication quality will receive notification control data properly. Ž<P>SOLUTION: A radio base station BS has: a radio communication section 110 for transmitting common notification control data to a plurality of radio terminals for executing radio communication with the radio base station BS via an antenna section 101 including a plurality of antennas ANT1-ANTn; a quality acquisition section 121 for acquiring quality information on quality in the radio communication with the radio terminals; and an identification section 122 for identifying a deteriorated radio terminal whose quality has been deteriorated as compared with a threshold based on the quality information acquired by the quality acquisition section 121. The radio communication section 110 performs beam-forming transmission of the notification control data in a direction in which the identified deteriorated radio terminal is located.
