PROBLEM TO BE SOLVED: To achieve both safety of a driver in driving and convenience in a speech by the driver, during the speech by the driver while driving a vehicle. SOLUTION: When a driver who drives a vehicle makes a speech with a speaking partner, data containing reception voices from the speaking partner to the driver are received and then temporarily stored in a reception cache 122. A driving high-load state determining section 128 determines whether a driving state of the driver is a high-load state where received voices should not be heard and when the high-load state is determined, a received voice processing section 123 and a received image processing section 124 are controlled not to perform playback. Thus, if the driving state is the high-load state, outputting voice and image to the driver is not performed.
