PROBLEM TO BE SOLVED: To provide a method of manufacturing a water-resistant conductor which includes an excellent water-resistance and conductive property at the same time without degrading such a property of a nano-carbon material itself as a carbon nano-tube. SOLUTION: The method of manufacturing a water-resistant conductor includes a painting-film forming process for forming a painting-film by painting a nano-carbon-material containing composition on at least one of the surfaces of a base material which contains a water-soluble conductive polymer (A) having an acidic radical (a) comprising sulfonic acidic radical and/or carboxylic radical, a nano-carbon material (B), and a solvent (C). Further, the manufacturing method includes, after the painting-film forming process, a desorbing process for heating the painting film so that the acidic radical (a) desorbs.
