摘要 <P>PROBLEM TO BE SOLVED: To solve the problem that reduction of transmission efficiency, delay or image quality reduction caused by excessive throughput of a communication apparatus, or communication delay caused by frequent collision occurrence may become obvious. <P>SOLUTION: A communication apparatus installed on each base of a video conference system that holds a video conference by connecting with a plurality of bases includes a monitor on which moving images of the plurality of bases are displayed on individual windows, respectively, by receiving moving image data from connected communication apparatuses on the plurality of bases. The communication apparatus further includes: a screen region state determining means for determining a change in the size of a display area for a moving image in a case where the window to display the moving image of a predetermined base is switched, generating a control command instructing reduction in a frame rate or resolution of moving image data in a case where the size of the display area for the moving image is changed to be decreased, and generating a control command instructing transmission stop of moving image data in a case where the display area for the moving image is changed to be extinct; and a control command transmitting means for transmitting the control command to a communication apparatus installed on a base at a transmission side of moving image data. <P>COPYRIGHT: (C)2010,JPO&INPIT
