<p><P>PROBLEM TO BE SOLVED: To provide a resistive film type touch panel structure with endurance performance greatly improved, and with optical performance, electric performance, and environment resistance generally maintained at a high and balanced level; and to provide a top substrate layer as well as a bottom substrate layer for the same. <P>SOLUTION: The transparent conductive composite film A (or the sheet B) has first conductive layers 2, 5 as a conductive polymer film or a carbon nanotube layer formed on one surface of a transparent film 1 (or a sheet 4), and further, second conductive layers 3, 6 as an ITO film (an indium tin oxide film) formed on the surface of the first conductive layer.
