<P>PROBLEM TO BE SOLVED: To solve the problem wherein with a method for selecting satellite radiowaves, by fixing a threshold wherein a conditional expression is likely to become complex, regarding threshold setting and its determination, when a threshold is to be added which is a new selection condition for the satellite radiowaves. Ž<P>SOLUTION: An observation vector generating part 16 generates an observation vector 20a, based on observation information on received satellite radiowaves. Then, a determination part 17 determines whether reception conditions are satisfactory, based on the observation vector 20a and a plurality of reference vectors 20b previously stored in a storage part 20 for determining whether the reception conditions are satisfactory.
