PROBLEM TO BE SOLVED: To improve detection accuracy in detection processing of a mobile body or an immobile body using Gaussian mixture distribution models. SOLUTION: A distribution model determining-selecting section 250 determines whether image data is included in distribution models of n-terms, and selects the distribution models of highest reliability. When determining that the image data is included in at least the distribution model of one term out of the distribution models of n-terms, a distribution model determining-selecting section 250 outputs index information of the distribution models of highest reliability. The distribution model has an R-value average, a G-value average, a B-value average, variance, latest reliability and empirical reliability all of which are updated in a distribution model updating section 260 as to the distribution models selected as the ones of highest reliability, while only the latest reliability and empirical reliability are updated in other distribution models.
