For nuclear reactor chambers with pre-stressed concrete walls. The layer is applied to provide thermal insulation between the concrete wall and the interior covering of the pressure chamber. The thermal insulation layer consists of a number of sheets assembled together to produce layers of compartments which are filled with fluid. The compartments are formed by embossing of the layers with adjoining layers cooperating together to define compartments within the embossed regions. The sheets may be of metal, with some sheets perfectly flat within the total layer.
