A target position identifying apparatus is provided with a color difference conversion section which processes pixel values of a photographic image obtained by photographing a target composed of a first color and a second color under the influence of environment light, generating a first color component value, a second color component value, and a luminance value; a color region determination section which determines the regions of the first color and the second color on the basis of the first color component value and the second color component value using a determination condition based on the luminance value; a boundary detection section which detects the boundary between the first color and the second color on the basis of the result of the determination; and a target position calculation section which calculates the position of the target on the basis of the result of the boundary detection.
