PURPOSE: A device and a method for inputting characters using an on-screen direction key are provided to arrange characters, numbers or symbols in on-screen direction keys of five directions. CONSTITUTION: One or more on-screen direction keys are generated(S1). One on-screen direction key made of individual direction keys is displayed(S2). If a character to input exists, the first individual direction key in which the character to input exists is selected(S5). One corresponding second individual direction key is selected. One character is inputted by clicking, touching or dragging the selected individual direction keys(S7).
