PURPOSE: A waste paper composite board and a manufacturing method thereof are provided to manufacture a board or a palette having improved properties by using the waste paper in which superior polymer resin is impregnated. CONSTITUTION: A waste paper composite board includes crushed waste paper on which phenol resin, acrylic resin, polyvinylacetate resin, or mixed resin is impregnated(S110). The content of an adhesive is in a range of 30 parts by weight. The waste paper composite board further includes waste wood chips. The waste paper composite board includes crushed waste paper 50 unit 99 parts by weight and the waste wood chips 1 unit 50 parts by weight.
