PURPOSE: A base station, communication terminal, and communication method and system are provided to maintain fairness of communication. CONSTITUTION: A scheduler(6) sets priority of UE(User Equipment) based on battery information. The scheduler perform allocation of radio resources for transmitting downlink data. Also, the scheduler changes priority according to predetermined regulation. A fairness control unit(21) changes the priority of UE regardless of remaining amount of battery based on remaining amount information of battery and priority table.
