<p><P>PROBLEM TO BE SOLVED: To set a discount rate corresponding to easiness to sell a seat in performing the discount selling of a seat ticket. <P>SOLUTION: An information tabulation part 104 tabulates the past sales results stored in a database 107, and decides the degree of easiness to sell (popular seat classification) of each seat.
