PROBLEM TO BE SOLVED: To provide a detergent composition for use in surface-treating a steel sheet, which has adequate cleaning properties and foaming-inhibitive properties with respect to oil stain that sticks on the surface of the steel sheet, shows adequate wettability to the surface of the steel sheet, and inhibits defects from occurring in a surface treatment process. SOLUTION: The detergent composition for use in surface-treating a steel sheet is formed of an aqueous composition which has a pH of 12 or more and includes; an alkali agent (A); a nonionic surface active agent (B-1) expressed by the following general formula (1): R<SP>1</SP>-CH(R<SP>2</SP>)-O-(EO)<SB>x1</SB>(PO)<SB>y1</SB>(EO)<SB>z1</SB>-H; a nonionic surface active agent (B-2) expressed by the following general formula (2): R<SP>3</SP>-O-(EO)<SB>x2</SB>(PO)<SB>y2</SB>(EO)<SB>z2</SB>-H; a chelate agent (C); and water.
