The embodiment of the present invention provides a method for enabling a fixed or nomadic user terminal to access a network, the method includes: sending an access request message to an authentication, authorization, accounting server AAA; receiving an access accept message from AAA, the access accept message carries the area information of the area into which the user terminal can access; converting the area information to the base station ID BS ID list of base stations allowed to access; if BS ID of the terminal's accessing base station is in the list, sending an authentication success message to the terminal so as to enable the terminal to implement follow-up process. A method and device for enabling a fixed service area user terminal to access network according to the embodiment of the present invention enable the fixed or nomadic user terminal to access a network rightly in the area allowed to access, and restricts the access network area range of the fixed or nomadic user terminal.
