摘要 <P>PROBLEM TO BE SOLVED: To provide a manufacturing method of a lightweight base material for civil engineering work which comprises granulated objects which can provide a reproduction lower-layer base material at an extremely low cost by a manufacturing method which eliminates waste even though it is an extremely simple method, and which makes possible the obtainment of reproduction granulated objects which can be used as a reproduction foundation ballast material or a reproduction back-filling material. Ž<P>SOLUTION: In the manufacturing method of the lightweight base material for civil engineering work which comprises granulated objects, a first mixture is made by adjusting a moisture content at 30 to 40 wt.% by mixing a first raw material with a second raw material. The first raw material is formed of an industrial waste having a high moisture content, and the second raw material is formed of paper sludge having a low moisture content. A second mixture is made by adding a third raw material containing at least a cement-based solidifying material to the first mixture, and the weight of the cement-based solidifying material is made 15 to 20 wt.% with respect to the gross weight of the second mixture at the time of addition of the third raw material.
