<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing an ND filter, with which a yield is improved. Ž<P>SOLUTION: The ND filter is constituted by providing a first base material 1a with a first light control layer 1b made to be half-cured, and providing a second base material 2a with a second light control layer 1b made to be half-cured, then making the light control layers face each other, and subjecting the first base material 1a and the second base material 2a to thermocompression bonding. At the point of time when the first lighting control layer 1b and the second lighting control layer 1b are cured half, the quality control is independently made, and the yield is improved by using the non-defective articles.
