<P>PROBLEM TO BE SOLVED: To solve the problem with a conventional heating device for a vehicle provided with an electric heater 2 corresponding to a knee airbag device 3 that the knee airbag device 3 can be disturbed in development by the electric heater 2 upon collision to cause failure in protecting the knee parts of an occupant from being injured. Ž<P>SOLUTION: In the heating device for a vehicle, an opening part 5b is provided at a place where a heating means 5 corresponds to a tear part 4 so as to make the mechanical strength at the place where the heating means 5 corresponds to the tear part 4 weaker than that of at a place where the heating means does not correspond to the tear part 4.
