PURPOSE: A video playing method skipping an audio or video frame based on a characteristic and a device thereof are provided to reduce searching time by enabling a user to rapidly search and select a scene from a moving picture file. CONSTITUTION: A decoder(30) decodes audio frames and video frames. If audio or video frames are received from the decoder, a skip determiner(40) compares characteristics of current audio or video frames with characteristics of previous audio or video frames. If characteristics are similar, the skip determiner skips video frames related to the current audio frames or the current video frames. A switch(72) performs switching between the decoder and display based on control of the skip determiner.
