The device (50) has a brush-holder assembly mounted on a support, and provided with two cages for receiving respective brushes (13). The brushes rub against a commutator (12) of a rotating electrical machine e.g. starter (1), during operation of the electrical machine. The brushes are arranged in contact with one another and are aligned in a line parallel to a rotational axis (X) of the commutator. The support has an electrically conductive layer intercalated between two electrically insulating layers. An independent claim is also included for a method for fabricating a brush device.
