PURPOSE: A system and a method for managing a communication relay service and a program recording medium are provided to supply a radio terminal dedicated for handicapped children at a low cost in order to ensure the mobility of the handicapped children. CONSTITUTION: An information confirmation unit(1020) confirms the connection target radio terminal information included in communication relay service item information transmitted from a handicapped person wireless terminal. An information searching unit(1025) confirms whether or not a connection target radio terminal is a radio terminal equipped with a program for text communication or a radio terminal of a handicapped child. An information processing unit(1030) downloads a text communication program to the connection target radio terminal, and a communication relay unit(1035) connects the radio terminal of the handicapped child to a communication channel for the text communication between radio terminals. |
