PURPOSE: A buffer improving ride comfort of a rider and a bicycle with the same are provided to minimize impact delivered to the rider by compressing the buffer. CONSTITUTION: A bicycle with a buffer(110) comprises a frame, a fixed unit(120) and a rotary unit. A front wheel and a rear wheel are connected to the frame. The fixed unit is combined in the other side of the frame. One end of the rotary unit is overlapped with the fixed unit to rotate. The buffer is arranged in the overlapped part of the fixed unit and the rotary unit. The buffer interlinks the rotary unit and the fixed unit. The buffer comprises an outside body, an inside body and a buffer member. The buffer member is arranged between the inside body and outside body.
