PROBLEM TO BE SOLVED: To allow a motion vector of higher precision to be calculated without the increase in hardware.

SOLUTION: An image processing apparatus is provided with: an image dividing part 2 which divides a frame image into a plurality of blocks; a determination part 3 which determines whether a block is a still image or a moving image; an extension vector calculation part 6 which outputs extension vector information indicating a direction in which a search range should be extended on the basis of motion vector information of each block of a previous frame image, which corresponds to a reference block wherein a motion vector is calculated; a search range setting part 7 which sets the search range in accordance with the number of blocks determined to be still images, out of blocks around the reference block and the extension vector information; a motion vector calculation part 8 which calculates motion vector information in the set search range; and a motion compensation part 10 which generates an interpolating frame image on the basis of the calculated motion vector.
