An input unit (148) receives a data transmission request to a mobile terminal device including a first processing unit which executes a process as a client and a second processing unit which executes a process as a server.  An acquisition unit (150) acquires an operation state from a table arranged at a predetermined position and indicating the operation state of the motile terminal device when the received data transmission request is a data transmission request to the second processing unit in the mobile terminal device.  A decision unit (320) decides a transfer in accordance with the acquired operation state and a condition for transferring the data transmission request to the mobile terminal device.  When the transfer is decided, an output unit (154) transfers a data transmission request to the second processing unit in the mobile terminal device.
