<P>PROBLEM TO BE SOLVED: To prevent a pseudo contour that appears near a boundary between image areas having flat brightness when the image areas having flat brightness are adjacent to each other, and then, enhance definition of image quality. <P>SOLUTION: A brightness variation calculation circuit 12 is configured to calculate a brightness variation between a target pixel block including a predetermined number of pixels and a plurality of surrounding pixel blocks each including a predetermined number of pixels, for each of the surrounding pixel blocks. A control signal generation part 13 is configured to separately determine whether the calculated variation in each of the surrounding pixel blocks is equal to or less than a predetermined value, and determine whether the number of the surrounding pixel blocks determined that the variation is equal to or less than the predetermined value, is equal to or more than a predetermined number, and then, generate a control signal for controlling and correcting the brightness in the target pixel block of an input image signal based on the determination result.
