PROBLEM TO BE SOLVED: To provide a phenol resin composition and a thermosetting phenol resin composition, improved in flame retardance, without greatly damaging the mechanical characteristic of a frictional material. SOLUTION: The phenol resin composition for the frictional material and the thermosetting phenol resin composition for the frictional material are characterized by containing (a) a novolac type phenol resin having a 70 to 130°C resin-softening point and (b) a triazine compound obtained by reacting at least one compound selected from the group consisting of melamine, melamine cyanurate, guanamine, adipoguanamine, benzoguanamine, acetoguanamine, succinoguanamine, melam, melem and melon with an aldehyde, and having a nitrogen content of 4 to 30 wt.%.
