PROBLEM TO BE SOLVED: To accurately detect a position without changing a configuration and an operation of a terminal even if it exists in an indoor environment in which it can not easily receive radio wave from a GPS satellite. SOLUTION: A GPS signal generator includes: a GPS signal receiving section 11 for receiving a GPS signal from the GPS satellite; a position information storing section 15 for holding position information on a particular point regarding a position of the apparatus; and a pseudo GPS signal generating section 18 for adjusting transmission timing of the received GPS signal based on the position information, and generating a pseudo GPS signal having the same information and the same signal form as the GPS signal. The pseudo GPS signal generating section 18 determines transmission timing of the pseudo GPS signal by the timing generated by a navigation message timing generating section 17 based on the position information of the apparatus and a navigation message of the received GPS signal, and generating the pseudo GPS signal whose timing is adjusted by the same content as the received GPS signal.
