<P>PROBLEM TO BE SOLVED: To improve transmission efficiency during a block encoding process. Ž<P>SOLUTION: An input unit 22 inputs an information sequence. A first encoding unit 32 performs at least a portion of a block encoding process on the input information sequence to generate a first code sequence. A second encoding unit 34 performs the block encoding process on a first check symbol sequence in the generated first code sequence to generate a second code sequence. A generating unit 36 combines a second check symbol sequence in the generated second code sequence with the input information sequence to generate a third code sequence.
