The device has a longitudinal sealing device (9) for forming an endless hose from a packaging-material web (5). Transverse sealing devices (7, 8) are provided for the production of a base seam (3) and a head seam, respectively. One of the sealing devices (8) is arranged in an angle for the other sealing device (7) to form the head seam in the angle for the base seam, where the latter sealing device is horizontally arranged. A cutting device is provided with knives (10, 11) that are arranged at the sealing devices, respectively. An independent claim is also included for a method for production and filling of a tubular bag packing.
