<P>PROBLEM TO BE SOLVED: To specify only the specified mobile terminal of a person to be managed on the side of a person in charge of management and to regulate the use of the internal functions of the mobile terminal. Ž<P>SOLUTION: The terminal management controller includes: a terminal storage part 42 for storing mobile terminals on the side to be monitored, which are monitored by a monitoring side mobile terminal to regulate the internal functions for each monitoring side mobile terminal; a present position acquisition part 32 for acquiring the present position of the mobile terminal; a regulation object decision part 51 for deciding whether or not the mobile terminal on the side to be monitored, which is monitored by the monitoring side mobile terminal, is present inside a specified adjacent cell including the present position of the monitoring side portable terminal on the basis of the present position of the mobile terminal and the stored contents of the terminal storage part 42; and a control message notifying part 34 for notifying the mobile terminal on the side to be monitored within the specified adjacent cell of a regulation control message for regulating the internal function when the mobile terminal on the side to be monitored is present within the specified adjacent cell.
