<p><P>PROBLEM TO BE SOLVED: To provide a technology for further suppressing the quantity of information to be analyzed by a monitoring server while maintaining specification (detection) accuracy of a failure position on a transmission route. <P>SOLUTION: In a node 30 that serves as a measurement agent, a measuring unit 31 for measuring service traffic transmitted from a distribution server, an adjacent agent discovery unit 32 for autonomously constructing a logic tree corresponding to an overall transmission route, through which the service traffic is transmitted, and discovering an adjacent node 30 that is adjacent on the logic tree; and a failure position estimation unit 33 for monitoring a failure situation within a range to be monitored determined by the adjacent node 30, are materialized.
