<P>PROBLEM TO BE SOLVED: To reduce a time needed from starting an initial connection procedure till starting communication between a base station and a terminal. Ž<P>SOLUTION: A relay station includes: a means for storing first and second common control channels for communicating control information between the base station and the terminal; a means for securing the first channel as a first individual channel with the terminal by designating carrier sensing of the first channel different from the first and the second common control channels to the terminal; a means for securing the second channel as a second individual channel with the terminal by designating carrier sensing of the second channel different from the first and the second common control channels and the first individual channel; a means for receiving instructions of carrier sensing of a third channel from the base station via the first common control channel; and a means for opening a corresponding channel when the third channel corresponds to either the first or the second individual channel.
