PROBLEM TO BE SOLVED: To notify a partner terminal that there is a communication connection request to smoothly perform communication between terminals even when the partner terminal is not in a state that the communication can be performed at a point of time when the communication connection request is transmitted to the partner terminal.

SOLUTION: In the communication connection controller used in a communication service system including a plurality of user terminals including a connection source user terminal and a connection destination user terminal, a Web site provision device, and a communication connection controller, it is provided with: a registration information storage means; a means for receiving the communication connection request including identification information for communication of a connection destination user as a destination from the connection source user terminal; a means for transmitting notification information indicating that there is the communication connection request to the Web site provision device when the connection destination user is not registered; and a means for performing processing for communication between terminals after receiving a registration request from the connection destination user terminal which receives the notification information indicating that there is the communication connection request from the Web site provision device.
