PROBLEM TO BE SOLVED: To provide a terminal management system and a terminal management method for unnecessitating the addition of a configuration element like in a case where an entry/exit management system is used in order to improve a security level. SOLUTION: A management device 6 includes: a storage part 7 for storing predetermined and normal user authentication information; and an authenticating part 8 for performing user authentication, based on the user authentication information to be inputted in the terminal apparatus 2 when log-in is requested from the terminal apparatus 2. When the authenticating part 8 determines that a user is not the legitimate user, the usage of the terminal apparatus 2 is restricted. The authenticating part 8 determines whether an input pattern coincides with a registered pattern being a predetermined prescribed lighting pattern or not by defining the lighting pattern of an illumination appliance L to be monitored by an illumination controller 1 as the input pattern.
