<P>PROBLEM TO BE SOLVED: To provide an organic electroluminescent panel having a stacked structure of organic luminescent layers and capable of enhancing the efficiency of light taking out outside. Ž<P>SOLUTION: The organic electroluminescent includes a first electrode 2, a first functional layer 3 having at least a first organic luminescent layer, a second electrode 4, a second functional layer 5 having at least a second organic luminescent layer, and a third electrode 6, all of which are stacked on a support base 1 in sequence.
