<P>PROBLEM TO BE SOLVED: To provide a personal identification system and a personal identification method capable of satisfactorily preventing a personal identification number and a password from being exploited by means of shoulder hacking and communication interception. <P>SOLUTION: The personal identification system includes: a storage device of a server 6 for storing a graphic ID while associated with a card ID; a card reader 17' for receiving a card ID; the server 6 for respectively allocating an inputting number to be displayed with a correct graphic and an incorrect graphic to the correct graphic and the incorrect graphic so as to make the correct graphic and the incorrect graphic with the same inputting number allocated thereto exist; a display device 15 for displaying the correct graphic and the incorrect graphic while associating them with the inputting number; and an input part 13 for receiving an input of the inputting number.
