PROBLEM TO BE SOLVED: To provide a catalyst for manufacturing a rigid polyurethane foam excellent in storage stability when containing water as a foaming agent, and a raw-material compounding composition using the same. SOLUTION: The raw-material compounding composition including: a catalyst composition containing the following (A) and (C); a polyol component; and water is used. (A) is a quaternary ammonium salt represented by the general formula (1), wherein R1to R3each presents a 1-12C hydrocarbon group, R4presents a 1-18C hydrocarbon group and X presents an organic acid group having an acid dissociation constant (pKa) of 4.8 or less.
