<P>PROBLEM TO BE SOLVED: To provide an EL panel excellent in light emission characteristics, and to provide a method for manufacturing of the EL panel. Ž<P>SOLUTION: The surface layer of a bank 13 composed of a polyimide resin material is removed by 50 nm or more by an oxygen plasma treatment prior to forming hole injection layers 8b by depositing a molybdenum oxide layer, so as to cause pixels P forming the light emitting region of the EL panel 1 to emit light satisfactorily to prevent dark spots from occurring in the light emitting region.
