PURPOSE: A heating plate for making a crust of overcooked rice, and a manufacturing device using the same are provided to make a crust of overcooked rice in quantity by forming two overcooked rice crust making parts in a heating plate. CONSTITUTION: A heating plate for making a crust of overcooked rice(20) comprises a base plate(22) and a cover plate(24). The cover plate is rotated around a first rotation axis of the base plate. More than two overcooked rice crust making parts(23) are formed on the top surface(221) of the base plate. The overcooked rice crust making parts are composed of a precious stone. The cover plate has a roller(25). The roller is rotated around a second rotation axis of the cover plate.
