PROBLEM TO BE SOLVED: To provide a frequency selection type electromagnetic wave shield material which is manufactured inexpensively and includes patch antenna elements having a see-through property (not being viewed) without feeling odd visually, and to provide an electromagnetic wave absorber using the same. SOLUTION: On at least one surface of a transparent base 2, the patch antenna elements 3 for blocking an electromagnetic wave of predetermined frequency are arranged two dimensionally, and the pattern of the patch antenna elements 3 is formed by using a mesh pattern composed of thin wires of conductive thin films of 10 to 80μm in wire width so as to have the see-through property.
