PROBLEM TO BE SOLVED: To provide an electrolytic capacitor anode element whose sintered body has small density differences and which hardly has peeling between an anode lead and the sintered body and is advantageous in volume efficiency and cost, to provide a method of manufacturing the same, and to provide an electrolytic capacitor using the same. SOLUTION: The electrolytic capacitor anode element has the anode lead 2 using valve acting metal and the sintered body 1 of porous valve acting metal powders 4 in which part of the anode lead 2 is embedded. The buried portion 3 embedded in the sintered body 1 of the anode lead 2 has a thin plate shape, a through-hole 12 is formed in the embedded portion 3, and cuts are formed in an outer periphery of the embedded portion 3.
