<P>PROBLEM TO BE SOLVED: To provide a control device for an internal combustion engine reliably actualizing torque as required for the internal combustion engine even in a state of introducing EGR. Ž<P>SOLUTION: Target value setting parts 2, 4, 6, 10 set mutually independent target values for the torque, efficiency, air-fuel ratio, and EGR ratio of the internal combustion engine in accordance with various functions required for the internal combustion engine. A correcting part 20 uses target torque and one of target efficiency and target A/F as the bases to correct the other target efficiency or target A/F so that a relationship among the target torque, the target efficiency, the target A/F and a target EGR ratio falls within the combustion limit of the internal combustion engine, and also uses the target torque, and the target efficiency and the target A/F after corrected, as bases to correct the target EGR. The controlled variable of each actuator is calculated in accordance with the target torque, and the target efficiency, the target A/F and the target EGR after corrected.
