<P>PROBLEM TO BE SOLVED: To improve working efficiency in setting-up operation while securing positional precision of a circular blade. Ž<P>SOLUTION: A shear-cutting type slitter for cutting a web to be sandwiched using two opposite upper and lower circular rotating blades is provided with: circular holders 3 rotatably holding the circular blades 1 and having a structure slidable relative to a rotating shaft 2; plates 4 for moving the holders integrally mounted to the circular holders 3; and a support shaft 5 installed in parallel with the rotating shaft 2 to guide the plates 4 for moving the holders. The circular holders 3 are moved on the rotating shaft 2 by moving the plates 4 for moving the holders on the support shaft 5, so that the circular blades 1 are positioned. The movement and fixing of the circular holders 3 can be automatically carried out while the circular holders 3 are still mounted on the rotating shaft 2. Since the slitter is not a type where the circular holders 3 are independently moved and fixed, the same positional precision of the circular blades as that in the case of installing the circular holders on a conventional rotating shaft is secured.
